I was wondering if, like in Taiwan and sometimes in France, if motor scooters are popular in Gaziantep during the nice weather?

I don't think people would use them in the winter.... Any comments?

Motor scooters on Turkey are menace. It's not quite as bad as in Korea (can't comment on Taiwan and France), but people will still drive them on sidewalks, nearly run you down, and honk if you get in their way (all on the sidewalks).

I think after spending some time in gaziantep you may decide the winter is the nice weather.

In some of the more "rural" areas of Gaziantep this is very true and as a pedestrian you need to be aware at all times. In these places you are also at the mercy of automobiles and trucks. This is more of a cultural phenomenon and not necessarily considered rude. However, in the majority of the more populated city areas this is rarely the case and the scooter issue is minimal. As with any foreign country you will find behaviors that are the complete opposite of what you are accustomed to.

People do use their scooters here year round and have become quite proficient at adapting to the conditions. For example, in the winter they will strategically zip-tie large pieces of vinyl flooring on the front of the scooter to protect them from the snow and cold. In general, the population in Gaziantep uses scooters year-round out of necessity as scooters are considered affordable transportation for them.
