my school says the new rule states you need to apply for a work visa out of Mexico and not necessarily in your own country (so teachers are heading off to Guatamala, to their country's embassy). Any comments? The school hasn't actually got work visas this way yet, so I'm waiting to see what occurs. Where can I find the new regulations?

Visit the website for any Mexican embassy (US, Canada, UK are good) to get the broad outline.

In a nutshell, your employing school will need to make a formal job offer and have that approved by immigration here in Mexico before it is forwarded to you, which you then take to the nearest Mexican embassy or consulate for processing.

Why don't you go to the nearest immigration office and ask them to give you a copy of the new regulations?
There is nothing to say that one office might accept you going to Guatemala and another office might insist you go to your home country. They've always had a fairly wide mandate to intrepet the law as they saw fit, so I wouldn't be surprised if it happens again.
