Do employers hire competent teachers with disabilities?

Say Mr. X has worked in Saudi Arabia for five years and left.

After suffering a stroke that impairs the use of one hand for fine motor tasks, he wants to go back for a few years since the previous job was so rewarding. He can walk and talk, plan and deliver lessons, mark papers and so on, but one hand is significantly limited in function, and his gait may be recognisably that of a stroke survivor.

Can Mr. X still get hired by a reputable employer in Saudi Arabia?

Should he inform potential employers who have expressed interest in hiring him about his stroke and ongoing recovery?

Is physical impairment addressed on job applications and would that be the appropriate context in which to first mention one?

As far as I know, if you pass the Saudi medical tests mentioned in their medical report, then I do not see any problem with that.

May be.

According to the Saudi medical report (see the link), you have to mention any handicap, paralysis, hearing or speech disorder, or psychiatric disorder.
But, as mentioned in the bottom of the medical report, if your doctor sign a statement that your handicap will not have any effect in your work, then it will be accepted.
