I assume you missed the TESOL Arabia conference and job fair in March; that would have been a great opportunity for you to network. Anyway, given your nationality, it would be hard to say what salary/benefits you'd get. Your best bet would be to review job ads for Oman, and if you determine your qualifications are a match, then send off your cover letter and CV. (A cover letter is a must, even if the ad doesn't imply it's needed.) Most universities are currently in the midst of reviewing applications or are already processing new hires for the 2013-2014 academic year.

Try Nizwa University.
Usually short of ESL teachers, used to employ Pakistani teachers quite recently, perhaps they still do. Not that I recommend the place, but just know they used to employ your compatriots. Try all emails available on their website, FI director as well as Vice-director.

good luck

Long story short, the FI is no longer accepting non-native speakers. Your best bet at U. Nizwa is probably the Lifelong Learning Center.

If I were you I'd check with the recruiters for the Technical Colleges and Ministry of Manpower positions.

Short story long, it is not rue; FI, they are hiring non-natives;
perhaps you meant they are not hiring Pakistanis; that's a different shot, and of this I know nothing, just as you don't know;
When in recruitment despair, the FI hired a whole lot of Pakistanis, and although their reputation amongst the FI staff was very high and stout, and despite various promises made by FI Big Heads, FI maltreated them all - meant: nationality - very badly after one year;
