Korea Ranks Low in Knowledge Index

According to the World Knowledge Competitiveness Index published by Robert Huggins Associates, Seoul and Ulsan placed 117th and 109th respectively out of a total of 125 regions in the world.

Korean regions are lagging behind those in Southeast Asian countries, and that though the Korean government invests much in R&D, government investment in public education is not sufficient.

China, Singapore, Hong Kong and Taiwan, Korea's Asian competitors, outperformed Korea.

What the hell is a knowledge index? The article says this
Quote:
The index is a measure of the knowledge-based development-taking place across the worlds leading regions.

But what does that mean? This sounds like it could be very biased...
