On Galbijim they said that as of December 2010 you no longer need a multiple re-entry permit so long as you have an ARC card and that it's not going to expire during your trip.
Anyone have any experience with that? I was looking for a phone number for immigration but didn't have any luck.

That IS correct. (you dug up a thread that is 2 years cold).
As of December 1, 2010 - ALL registered foreigners (you have an ARC) are free to come and go as long as your ARC remains valid. If your ARC expires while you are away you LOSE your visa status.
The ONLY exception are F5 visa holders (permanent residents) who are limited to 2 calendar years away without returning to Korea.
