I dont know about the 'best', and I don't know what platform you want but I recommend:
https://itunes.apple.com/us/app/wordpower-learn-korean-vocabulary/id294770816?mt=8

It has a variety of features in addition to learning vocabulary.

Without Jailbreaking, you can 'show package contents" of any app you already installed, copy the preference file from it to the preference file on the app downloaded from here.

If using Windows.

Does anyone use Anki on their Android? From the reviews it seemed really good so I downloaded it and a korean deck from korean101.com but I can't for the life of me get it to work. Help!
