getting required visa documents from the USA while abroad

1.

Is it possible for a US citizen to get the required work documents (background check, Apostille seal) while not in the USA. I'm wondering how people are able to switch from jobs in other Asian countries to working in Korea without having to fly back to the USA for processing.

Also, I heard the FBI is switching to all digital prints and not doing paper versions anymore. Does this complicate any ideas about overseas applications?

2. If someone teaches in Korea and then goes on a month or two long vacation in another country before coming back to take a different job in Korea, does that person have to have a fresh criminal background check (which would be a year + old) and new apostilled documents?

1) Yes, it is possible - just time consuming and expensive.
2) change to a D10 (looking for work) as a bridge visa between jobs and it is a non issue for up to 90 days out of the country. New documents are NOT required to change back to an E2.
