You might find some who will pay lip service to you but usually they will ignore anyone who doesn't have all the required documents in hand as nothing more than a tire kicker.

EPIK MAY accept your application (if you have everything else in hand including the TEFL cert) if you can provide a letter from the uni saying that you have graduated and are just waiting for your parchment. Again, they won;t process you until you have the parchment and if you miss the cut-off date for submission of documents they will cancel your application.

Fact of the matter is that immigration will not begin the visa confirmation process until you have the actual parchment conferred and a copy of your parchment with an apostille affixed submitted.
