Germany and the Nordic countries certainly have. And while southern Europe ain't looking so hot these days, it is still a lot better than it was a few decades ago.

That being said, akcrono's remark is rather dumb. I doubt the average American is any more stupid (or smarter) than any other nationality.

Canadian Indians (feather) are an enormous financial drain but small %. Canada does not have fields of listless Africans occupying inner cities and functioning as black holes (no pun) where government dollars are sucked in and lost. East and South East Asians, selected for uni degrees and income, are in no way/shape/form comparable to the gong-show that virtually every single American city has to deal with.

To the extent Canada does have Africans (Toronto) they're every bit as enormous of a financial burden and civil-society nuclear bomb as they are in America.
