I am getting my docs and making plans for a position starting in April, 2014.

I had a Korea E-2 visa back in 2008. Since then I have been in America and also in Korea and Thailand on tourist visas.

To issue my next Korea work visa, will I have to go back to America (I am currently in Thailand, but will return to Korea to study next week), or can I go to local country like Japan or Thailand. It will be for teaching at an international high school (E-8 specialist?).

Provided you do not have a black mark in your immigration file you can get your E2 at any Korean embassy/consulate anywhere on the planet.

You won't have to go back to the states for a visa.
