Do all Korean telecom companies offer unlimited incoming calls with their plans?

For example, if I get a plan mentioned here

Base rate: 12,000 won per month

You don't pay anything in Korea when you're the one receiving a phone call, period.

Correct - it's a concept I have not seen outside of the US/CA anywhere.
