If you only have three weeks, pick one or two countries, unless you're just hunting passport stamps. Three weeks with all those destinations is basically cruise ship travel - pop in, snap a couple selfies, then get moving again. You'll get infinitely more out of the trip if you actually take the time to stick around a place for a bit.
