Absolutely mixed. While not as obviously as terrible a situational what if as Unidad Popular. What could he have done had he not had to devout time, resources and energy to keeping the entire ship of country, party and power above water in the face of the hurricane of U.S.A. Monroe Doctrine power thrown at him and his country.

Ironically, his policies even the worst of them don't look too terrible when looked at side by side with to the western world of 20-30 years before and after his peak of power in Cuba. The fact that for the last 15 years only the USA and Israel have maintained the diplomatic & economic sanctions show you that the opinions of recent days and the legacy going forward (barring if there are shocking unknown revelations) is probably a medium shade of grey.
