cancelling then reapplying for an F4 visa question

okay have a very specific question for those who know the visa regulations in and out.

my mate had an f4 visa and left the country and turned in his arc about two weeks ago, but decided life out of korea isn't for him and wants to come back. he asked me if he gets the same arc and number when he comes back and re-applies for the f4, or gets a new card and new id number completely.

i had no clue so i told him i'd check it out. anyone here able to enlighten me?

Have him call immigration.

He should get the same ARC number but will get a new card.

he's out of the country so it's not easy for him to call, and i like the guy but not enough to put in a call for him at immi and deal with all that. lol.

are you 100% sure on this? his arc is totally cancelled after all.

3 different visas, 2 different immigration offices (Seoul and Suwon) in Korea and I always had the same ARC number.

I have known hundreds who have changed their visas and always had the same number on their return.

I am pretty sure.

I know of a friend who went from an E2 to an F4 that got a different number. He thinks it's because he applied at a different office, and different province, for his F4.

I went from one E2 with one ARC number to another E2 with a different ARC number. That was eons ago however. That second number has stayed with me since, including changes to F2 and F5 visas. The second E2 was at a different office/province, as were the other F ones.
