If the fishing boat escaped across the line before being fully aprehended then it has escaped. Just like fugitives running off to Mexico from US. I think the Japanese are just embarassed a couple of their guys were on board when it escaped. The Koreans were smart to take them, knowing they would not be shot at. My guess is that Korea will win this little argument.
