Sounds like an excellent story to skew in order to stir up trouble.

Maybe it would be more humane to simply cut off their heads? That's what AlQueda does to innocent people. Apparently that's not a big deal.

well, that is definitely another way to go about it. I'm not to sure it would work though. It kind of takes away from their worth if they don't have any heads.

Isn't this the same as the bounties that are offered to bounty hunters?

About the heads thing: Heads are heavy to carry around. Inconvenient. Couldn't they just offer money for the scalps like several governments used to do? Much more portable.
