Germany as seen by a French journalist who lived there for a few years, published in a book called l'Allemagne Moderne (Modern Germany) that just happened to be published one year before WWI broke out.

Thanks. His books really stood out in all the dustiness of the other books from the time you can find on Archive.org. Here's the journalist:

He had perfected the art of the interview and published those books and died at just the wrong time, in 1915 when nobody in France wanted to read a book about how awesome and modern Germany was.
