This was indeed the case with Officetels the wife and I looked at in Gangnam.

Out here in Songnae (which is Paradise, for Seoul, as far as I'm concerned), at our Officetel (1 minute from the station, brand new, lost, hoopla - 5 mil plus W450,000 per month) we only pay 45,000 a month in fees, and despite the fact that it's all electric (including on-demand hot water w00t!) (so no gas bill) our electrical charges are not bad at all so far.

So it does vary.

The building I live in has one apartment that just became available on Saturday. It is in the Sinchon area. The rent of 400,000 includes utilities and the best part is there is no key money required. It is an older building and the apartments are the one room style with private bathroom/shower and kitchen.

Check out Budongsan's (real estate agents) in the area you're looking in. They'll show you loads of places.
