Cancel every visa belonging to foreigners that do not like being Korea, and force them to leave the country!

How about a requirement that if you can not speak Korean after two years, that you are terminated?

I second the language requirement.

Also, let everyone know that proper ettiquette is silly. I can't imagine how left handed people survive the dirty looks here...

Instead of military service, people should become wardens to enforce polite and proper qeues at bus stops, shop counters, and everywhere else until the practice of waiting your turn patiently in line becomes widespread and second nature.
OR: Etiquette training courses for all school leavers with the following modules:
Table manners 101
Street behavior (how to avoid bumping into others, stop spitting etc)
How to regard foreigners
The evils of noise pollution
History: the unbiased facts

Make the high school exams less important and the uni exams more important. Raise the standard required to get a degree.

if there is one thing I would change, it would be that every 6 blocks of area be required to own a road sweeper truck and they run it every night.

I think it would go a long way to clean the country

Rubbish bins ... oops I mean trach cans every hundred metres.

Realistic history in the school textbooks...

And for people to know that "western food" doesn't mean pizza and burgers.

Im with Rapier....the bloomin table manners "no i wouldn't like to try the noodles that you have been eating, half of which have fallen from your mouth back into the bowl"......has anyone else noticed that most koren women don't wash their hands after being to the bathroom? sure they smear their face in base and cover their lips in lippy but they don't seem to concerned about the art of hand washing...then they preceed to eat from their hands....eeeewwwww!
