The job post says something like, "I'm looking for someone who works from 3pm-4pm" or "I'm looking for someone who could work from 7am-8am."

But who works for one hour a day?
I don't understand how business english works.

unless you find business jobs in multiple companies, and move to many places per day?

I teach a 6 week long business English class from 7-8am M-F. The class runs 3 times a year and it's 60,000₩ per hour. I have a regular 9:30-5 hagwon job, and I just have it added to my visa as an additional workplace. I know quite a few people who work in hagwons and teach classes like these for extra money.

To add it as a workplace on an E2, doesn't the extra job have to be at a proper hagwon (or other legal educational facility)? You can't work at a company office and teach legally without an F visa.

I don't know about teaching in a company office, this is done in an "education center" (basically a hagwon) but the course itself is booked by a company for their employees. I got the post through a parent of one of my students.
