I don't know about the one night stand thing, but Busan is generally more foreigner friendly. You won't find more signs in English than in Seoul, but there seems to be more foreigners overall there. Of course, this is coming from someone who only went there once during a long weekend. Maybe someone who lived there more extensively can answer the question.
