Thanks to all who can respond.

Is anyone aware of the average (high/low-end) amount of time a recruiter requires the arrival of necessary documents prior to the start date of one's contract?

I would estimate a Minimum of 3 weeks before the contract starts. But it depends on how long it takes your new employer to get your documents to immigration in Korea and email you a Visa Issuance number. Also it depends on how long it takes you to get the E2 visa from your nearest Korean embassy ( after you receive a visa issuance number).

It typically takes 12-21 days to process your documents and get a visa so the recruiter would probably prefer to have everything about 30 days prior to the start date.
