Okay I feel really dumb for asking this, but I am looking at this form and want to be a 100 percent sure. I am not sure what to put for the following section because obviously I know I want to be in Seoul since I am applying for SMOE but it says not to list a specific city. So what should I put? Thanks.

Final recommendations to Provincial/Metropolitan Offices of Education (POE/MOE) depend on availability at the time that EPIK receives your completed documentation.

Applicants must ultimately be flexible about working anywhere in Korea. If there is a particular area in Korea that you wish to be recommended to, please list one location below. Final approval is still needed by the Office of Education and placement is not guaranteed. If you do not have a preference, please leave this section blank.

Preferred POE or MOE
(Do not list a specific city in a province. Only list the POE or MOE you would like to be recommended to.)"

It means that if you want to apply to a POE then don't enter a specific city inside that province.

For example, if you want to apply to Jeollabuk-do then don't enter Jeollabuk-do, Jeonju (capital city of Jeollabuk-do).

Since you want to apply for Seoul then just enter Seoul.

Okay thanks! Thats what I was thinking but I didn't want to look stupid. lol
