Go to the CAA office and get an IDP. Keeps him legal while he is sorting out a Korean D/L.
Canada is not a signatory to the apostille treaty so he can't get an apostille on it (not necessary anyway). He will need to get it authenticated at the embassy in Seoul.
When he gets here the process to change to a Korean D/L isn't that difficult (for Canadians) and there is nothing he can do at home to expedite the process.
The process is NOT the same as that required by Americans (the process that you usually read about - Americans please note that there were additional changes made effective Jan 1,2013 that affect you)).
Arrive. Get your ARC (can't apply for a D/L until you have an ARC). Get the Canadian D/L authenticated at the embassy. Go to the D/L office. Fill in the forms, get your eyes checked, do some squats, pay your fee and walk out with your shiny new D/L.

-Original Foreigner Registration card or equivalent (issued from Korean government)
-Color photo x 3 (Standard Specifications for the Attached Color Photo)
