So, Korea has brought some new regulations into effect for 2013. Some seem smart, some seem long overdue, others...

But the one I simply cannot understand is the one about individuals/businesses paying more for food waste. I have no idea how it is going to be enforced, or how high the fees would be.

But the way I see it, this is going to cause two issues: One, folks will be more likely to mix their food waste into their regular trash in order to avoid higher fees. Two, people will eat more instant food, instead of fresh fruits and vegetables (which are already getting very pricey). At the very least, restaurants, who will surely be the hardest hit by a law like this, will start switching out fresh ingredients for packaged ones.

What is the benefit to the government or Korea in general? Why wouldn't they increase the fees for regular trash, instead of food waste?

I live in Gwanak-gu and previously lived in Dongjak-gu. Both districts have had food waste plastic bags for years. They can be purchased in different sizes at the local marts. I dont remember exactly but the bags cost roughly the same as the regular waste bags albeit they are smaller. 20 pieces of 3 liter bags some 3,000krw and the 5 liter ones are around 4,000Krw. Its hardly something that has an impact on a residents or restaurants budget.
