I submitted my US tax residency certification in the beginning of the year but was always charged income tax each month. My coteacher said that I'd get it back at the end of the year. I'm asking her about it now and she doesn't know. Will I just get it all back in the return after I file my taxes?

I've read all about this on the tax exemption thread but I didn't read about anyone in my situation who filed it but was still taxed and never given the return.

The foreign tax help line isn't going through right now or else I'd just ask them.

Any help would be appreciated. Thanks.

EDIT: I just found out that my coteacher called the tax office and they said that my form was never submitted! I gave it to her in the beginning of the year and she gave it to someone else who files the taxes for the school but she had a baby and left work and now the certificate is a mystery. This is so frustrating.
