Tourist to F-3 while in ROK?

I have seen mentioned in many, many threads that a dependent can enter ROK on a tourist visa and, once there, transfer to F-3 visa. However, the visa application I downloaded from the MOFA website states the following:

"Please note that C-series visa holders are not able to change their residential status after entry into Republic of Korea pursuant to the first clause of article 9 of Immigration Regulation"

Tourist visas are C-3, correct? I think the most recent mention on the forums that I saw of changing visas once in ROK was from 2011. So, is this a new law? Anyone with recent experience?

For reference, my husband is currently teaching at a hagwon in Daegu, while I remain in the US wrapping up our affairs (selling our possessions/vehicles/house) before making my departure to reside with him in Korea. We are both US citizens. He has received his ARC.

Well, I may have found my answer in that I was incorrect about the type of visa I would enter with. I am visa-exempt as a US citizen, I believe, which is actually the B-1 visa. Soo, no problems there!

But it would still be nice if anyone had a recent experience they could share?
