I want to enroll my wife in a preparation course for TOEFL or any other English certificate but since she is not good at Korean she can not attend the courses here.
any idea on how foreigners can do this? like a course that is conducted all in English or something.

huh? TOEFL courses (at least the good ones) are taught 100% in English with English ability tests for all the applicants. |

Gangnam University of California Riverside (near Gangnam gu-chon)
While not exactly TOEIC prep, the classes are all in English, all staff speak with students only in English and the administration is in English. They have mainly Korean students but there are usually a few other nationalities studying there. Students can choose academic oriented classes, or conversation.
Also the school is not for profit, so the cost is substantially lower than other schools.
I believe students can get credit at UCR for completing the higest level classes.
