Canadian Citizen attending an American University

Hi all! Sorry this seems to be a silly question but I'm an Canadian citizen that studied and is currently living in LA.

It seems like it would be easy to get a criminal background check through RCMP approved third party website so I got that down.
But I'm having trouble with getting my degree notarize twice. It seems like Canada isn't part of the Apostille treaty so you must get your degree notarize first and then go to a Korean consulate. The problem is, the Korean consulate in Canada doesn't offer to notarize a college outside of Canada.

Has anyone been in a similar situation that can help?

American credential = American apostille.
