My understanding:

1) When 2 Korean men get in a fight blood money is usually arranged at the local police station and criminal assault charges are rarely pursued, correct?

2) According to Korean law, whoever is the most injured is automatically considered the victim, even if the "victim" threw the first punch, correct?

Yes and yes, AFAIK.

Looking for a payday? Good luck if you're a foreigner, though.
