I have yet to find a Vietnamese store, but there are places to get some things.
The Indian (?) store next to BuyTheBook in Itaewon has some stuff. That's where I get my tapioca balls for Che Chuoi Chung, Sriracha (rooster sauce, but not THE rooster sauce), fish sauce, and they also have large rice paper. Korean store all seem to have rice paper, but really small ones. Homeplus has the hoisin sauce.

The only place i've seen that's actually run by vietnamese (and they have a store in the restaurant) is by sinseol-dong station. There's just one Vietnamese woman that runs the whole place. They open early, but they close early at or before 9pm. it's a little hard to find, inside of an office-tel called paraville, there's a family mart outside, but the restaurant is hard to see from the outside.
