It's a negotiating tactic. The NKs want money and now they won't get any. At least, I hope that's what it is...

Encouraging? No, I wouldn't say so. If I were the paranoid sort, I might think that Rummy is getting his guys out before sending in the planes with the bunker buster bombs. I'm glad I'm not the paranoid sort.
