The GRE is a general exam that is used by many American graduate schools. If a program requires it, then all applicants must take it, regardless of their native language or origins. It includes math, two different kinds of essays, analogies, antonyms, sentence completion, and reading comprehension. Here is an official description of the GRE. Here are some sample questions for each section.

The TOEFL is only to test the English of international students.

The level of vocabulary on the GRE is much higher. They're trying to make sure that you can read and understand professional and academic research papers.

Hi,

There are other graduate tests as well including the LSAT and GMAT and MCAT. None of them are specifically to test English but if you don't have a very high level of fluency you will not do well.

Good luck,

Corey
