CELTA = Certificate in English Language Teaching to Adults. It's just one of the several different types of English certifications. I would suggest you make sure this course is sponsored by Cambridge before pursuing it as there are many schools that are not quite honest.
As far as getting a job as an English teacher with a CELTA certificate and not being a native English speaker, it would depend on where you want to teach. Some schools require only native speakers, while others do not. _________________ Learn English from the comfort of your own home with my online teaching methods.
