Twist someone's arm means to persuade them to do something that they might not want to do.

"Twist my arm" means "(someone is) forcing me to do (something)."
A: Why did you go see The Piano?
B: My girlfriend twisted my arm.
This means that she pressured him into it somehow.
However, the expression is also very commonly used ironically.
A: Hey man, you wanna go to the beach and meet some cute girls?
B: (extends arm out) Twist my arm.
Here, he is saying "twist my arm" as if to say "well, I don't really want to, but if you force me into it, I'll go with you." However, he is only joking. He really does want to go and is actually enthusiastic about it. Mr. A might then use two fingers with a very light grip and 'twist' his friend's arm and Mr. B would immediately say, "ow!" Fig. to pressure someone. (Fig. on the image of hurting someone until they agree to cooperate.) I had to twist her arm a little, but she agreed. Do I have to twist your arm, or will you cooperate?
