Can I rewrite the above into below:
"Going in that, he knew this is kind of a meat grinder, and that nobody comes out of the deputy attorney general position without aging." _________________ Hiromichi |

I don't think so. The original sentence is "he knew going in" which means "he was aware when he accepted the position" The "that" introduces "this is kind of a meat grinder." It is a grammatical "that".
You could rewrite it as "Going in, he knew (that) this is kind of a meat grinder..." |
