What does 'made for speculation' below mean?

By definition, terrorism requires a political, ideological or religious motive. But the Las Vegas gunman seems a blank slate, made for speculation.

"Made for speculation" means which is made to make anyone speculate.

Have you ever seen a slate?

As you may know already now, because he's a "blank slate" with no prior information about his politics, ideology or religion, everyone can guess (speculate) on his reasons but so far no one knows.
