How is Mr. Moor not to be seated even if he is elected? Or does it mean that Republican Party does not recognize him as a member?

Republican senators and their advisers, in a flurry of phone calls, emails and text messages, discussed fielding a write-in candidate, pushing Alabama’s governor to delay the Dec. 12 special election or even not seating Mr. Moore at all should he be elected.

Moore won the Republican primary election to become the Republican candidate for a special election to complete the Senate term of Jeff Sessions, who resigned his seat to serve as Attorney General. After Moore was elected, a lot of information came out and is still coming out involving many accusations from women who were teenage girls when they say he sexually molested them. As more and more information comes out, Republicans are very worried that they might lose the election because of their candidate. Alabama is a very conservative state, and normally there would be no chance that a Democratic candidate would be elected. Republicans are now discussing ways they can try to prevent Moore from losing. He could choose not to run and they could then replace him, but if he does run, then they might have a write-in candidate. Alabama's Governor has already said there would be no delay of the Dec. 12 election, but I suppose she could change her mind. I don't know if the Senate can refuse to seat him, but I believe they could remove him if he were seated. It will be interesting to see what happens.

And after I wrote that, I found this article http://www.latimes.com/politics/la-na-pol-alabama-senate-gop-20171113-story.html which might explain it better!
