Many possible reasons.
Perhaps he is too shy.
Perhaps he thinks you like somebody else so does not want to cause trouble.
Perhaps he is too busy with work, school, whatever and does not have time for a girlfriend.

Of course you can ask why to him directly.

Here's a little secret to tell if he's really looking at you or looking at something (or someone) by you. When you think he is looking, make sure you are paying attention to the teacher but watch him out of the corner of your eye. Then yawn. If he yawns, too, he is watching you.

hi realy when the boy likes a girl he can't tell her or talk to her. he just look at her and when she talks to him he just say some bad words. he don't like to talk to her at all. even if she does he show her a bad face.but if you like him too you should talk to him.
