I read an article of which one sentence I don't understand.The sentence is as follow:Virtually every secondary school has been provided with at least one computer at a central cost to the taxpayer of under $5 million.
Could you please explain the meaning of it? Thank you in advance.[size=18][/size]

Hello, Rita.

Taxpayers have spent less than $5 million in order to provide most secondary schools (high schools) with at least one computer.

I have one more question. that is the meaning of this: "Its students thus pass into their period of technical apprenticeship with their imaginations already practiced in connecting details with general principles."

Students begin their apprenticeship after having had a lot of experience with "inductive reasoning" (moving from the specific to the general).
