Hello, teachers.

It seems to me they aren't interested in signing the contract.
It looks to me they aren't interested in signing the contract.

Which sentence is correct or better in this case?

I think they are equally correct, but in different situations. SEEM would be appropriately used in situations where there was nothing to SEE. LOOKS would be more appropriate if there was something to SEE.

For example, if the new worker didn't show up for their first day of work, I might say the first sentence.

If the new worker ripped up the contract and put it back on the table, then I might say the second sentence.

I would say:
It seems to me they aren't interested in signing the contract.
IF it seemed.

OR, I would say:
It looks to me they aren't interested in signing the contract.
IF it looked.
