I was wondering if No3 is a grammartically right sentence. |

Yes, it is correct. However, i noticed that your heading for this post says "relative pronoun". The sentence (3) is a reduced relative clause. What is really being written is "He gave me the pen (that) I wanted to use." So "that" is the relative pronoun, removed to form a reduced relative clause. Either way is correct, although "He gave me the pen that I wanted to use" is more formal.
