You need to:
1. Buy domain name
2. Buy web hosting service if you don't have one here is a site with some companies:
http://www.hostingreviewusa.com/
3. Get the software for the forum free phpbb, or pay for one.
Many webhosting companies offer that for free. Check it out in the above site.
