What is the meaning of "long-since-scuttled" ?
The stimulus measures in the White House�s debt proposal stem from President Obama�s long-since-scuttled American Jobs Act proposal, and include a continuation of emergency support for long-term unemployed workers, an extension of the payroll tax cut, billions in infrastructure investment and a mortgage-refinancing proposal. _________________ Hiromichi |

Scuttle is a verb originally used with ships, meaning to sink your own, usually to stop others getting it.
But the modern meaning here is more like sabotaged or damaged past the point of repair, such that it is abandoned.
