Does the captioned phrase mean 'support candidatesat the election of the Lower House and th Senate members'?


Others also suggested to Mr. Trump that he needed to tone down his comments. And still others wanted him to back candidates down the ballot.

Yes. Those candidates are often referred to "down ballot" because the presidential candidates appear at the top.
