How to deal with unmotivated students?

I am an English teacher in a vocational high school in China. Most of my students have little interest in English learning, some even fail to write the 26 english letters. So I always feel confused about how to deal with these lazy and unmotivated students. You know they are 15 or above. Some even consider it a waste of time to attend English class in which they don't want anything.

So how to deal with them?
