Online lesson problems with Kuwait student

Hi everybody,
I don't know if this is the right place to write this but I am out of ideas and on the end of my wits.
I have a Kuwait student I am teaching. I am teaching him chemistry.
I teach many students around the world but so far I had no technical issues with any of them, except for the Kuwaiti one. We use skype and viber but still the connection often brakes. Often I can't see his video or we can't establish contact. He has a quality connection but somehow we can not overcome the problems.
Does anyone know what's up with this and is there any app that can be specifically used for Kuwait so we would finally be able to overcome this?
