Bill HR 2228

Through an assignment in my ESL grad class, I was introduced to Bill 2228. This bill basically states that students who were once identified as LEP or disabled can be identified and classified as still LEP or disabled even if they are no longer, for up to three school years. Is anyone familiar with bill? I am trying to do some research on it, but am finding limited information. My assumption is that schools want to be able to do this to get more funding for ESL and Special Ed, which probably get less funding than other programs.

What are your thoughts on this? Do you think this is beneficial to students and schools? Is this unethical/inaccurate?
