This is also very difficult for me. Does it mean?
The ratio of his blarney and charm is 2:3?
I wonder what these words mean here.

Itasan: Very often you can find out the meaning of a word or words by simply do a google search and/or looking up words or phrases in an online dictionary.

Here's what I found googling the phrase 'an Irishman with a double ration of blarney and a treble quota of charm'

Yes, I had found it in that dictionary,
but the whole sentence was still too
difficult for me.
